1. download mesa3D opengl for your OS from https://fdossena.com/?p=mesa/index.frag (yes, really..  it's a guy's webpage from the Windows 7/8 days)
2. get 7zip to extract the download (unless you download outside of windows
3. drop the resulting .dll in the location of the .exe you're trying to run
4. double click the netclient.exe
