hello i have used programs like ngrok and i was wanting to create something similar using this. i want it to tunnel my local computers port to my cloud computer so it can be used by anyone.

you can use netmaker to make your local computer port available from within a private network, but people will need to join the VPN in order to use it; netmaker will not make your computer available to the internet

If I have a public ip and port forwarding on one of the computers (aws) can I use that as a point that the port data comes out of?

yes, you can use it as an egress gateway for data from your computer, if that's what you mean
