I have continued testing the windows clients and I'm pretty sure that the issues I'm finding are not a NAT or firewall issue. I have two sites, with a mix of windows and linux clients at each, plus two cloud VMs, both on Azure. The windows clients consistently lose the ability to handshake with each other. The windows servers are always on, but two clients are workstations that are shutdown or go to sleep periodically.
