#2 is theres a new mode for IsStatic on nodes. If you set IsStatic==yes on any node, it will not update its PublicKey, Address, or Endpoint unless you manually specify. Since that's all the info you need to forge a connection, it makes those nodes a lot more reliable for external clients to connect with. IsStatic gets set to true automatically now for Ingress gateways.
